Mandate and Main Functions
The Local Government Code of 1991 or known as RA 7160 mandates the local government unit primarily as a general purpose government entity for the coordination and delivery of basic, regular and direct services and effective governance of the inhabitantsp within its territorial jurisdiction.

The Municipality of Paniqui is one of the primary growth centers of the Province of Tarlac.  As an agricultural town, it is mandated to provide and improve its facilities for industrialization, and it is expected to be an expansion for human settlement and as a business and commercial hub of the province.

KEY OFFICES AND THEIR RESPECTIVE FUNCTIONS AND DUTIES

1. OFFICE OF THE MUNICIPAL MAYOR

1. Exercise general supervision and control overall programs, projects services, and activities of the Municipal Government.
2. Enforce all laws and ordinances relative to the governance of the Municipality and the exercise of its corporate power.

2. SANGGUNIANG BAYAN

1. Approve all ordinances and pass resolution, necessary for our efficient and effective Municipal Government.
2. Generate and maximize the use of resources priorities of the Municipality.

3. MUNICIPAL PLANNING AND DEVELOPMENT OFFICE

1. Formulate economic and social development plans and policies for consideration by the SB.
2. Conduct studies, researches and training programs necessary to evolve plans.
3. Monitor and evaluate the implementation of the different development programsm project and activities in accordance with Approved Development Plan.

4. LOCAL CIVIL REGISTRAR

1. Accept all registrable documents and judicial decrees affecting the civil status persons.
2. File, keep and present in a secure place the books required by law.
3. Transcribe and enter immediately upon request all registrable documents and judicial decrees affecting the civil status of persons in the appropriate civil registry books.

5. MUNICIPAL BUDGET OFFICE

1. Prepare forms and circular embodying instructions on budgeting matters.
2. Review and consolidate the budget proposed of the different departments.
3. Assist the major in the preparation of the budget hearings.
4. Assist the SB in the reviewing the approval budget of barangays.

6. MUNICIPAL ACCOUNTANT


1. Install and maintain an internal audit system in the Local Government concerned.
2. Prepare and submit financial statement to the Local Chief Executive.
3. Certify to the availability of budgetary allotment to which expenditures and obligations maybe properly charged.

7. MUNICIPAL TREASURY


1. Advice the Local Chief Executive regarding disposition of Local Funds.
2. Take charge of disbursement of funds.
3. Maintain and up-date Tax revenue.
4. Implement Tax Revenue Ordinance.

8. MUNICIPAL ASSESSOR

1. Exercise appraisal and assessment function on real properties for Tax purposes.
2. Maintain real property indetification system.
3. Main a system of Tax Mapping.

9. MUNICIPAL ENGINEER

1. Implement Infra project funded out of Local fund.
2. Issue Building Permit.

10. RURAL HEALTH UNIT I

1. Assist in the efficient, effective and economical implementation of health services.
2. Formulate and implement policies, plans and programs and project to promote the health of the people.

11. MUNICIPAL SOCIAL WELFARE AND DEVELOPMENT

1. Assist the Local Chief Executive in implementing the barangay level program for the total development and protection of children up to 6 years old.
2. Identify the basic needs of the needy, the disadvantage and the impoverished.

12. MUNICIPAL AGRICULTURE

1. Assist the Mayor in the establishment and extension service of demo farm or marine product
2. Enforce rules and regulation relating to Agriculture.
