The Sangguniang Bayan as provided by law, is the legislative body of the municipality tasked with the powers, duties and functions as provided under section 227 of R.A. 7160 otherwise known as the Local Government Code of 1991.

As such, the Sangguniang Bayan shall legislate/enact ordinances, pass resolutions and issue such rules and regulations as maybe necessary and proper in order to provide for the health, safety, comfort and convenience, maintenance of peace and order, improve public moral, promote prosperity and general welfare of the municipality and its inhabitants and insure the protection of property and delivery other social services; levy taxes for general and specific purposes impose and fixed reasonable charges for services rendered; prescribed reasonable limits and restrains on the use of government property, operation of business, and the conduct of other cultural, economic, social, civic and political activities in the municipalities.
